The altitude profile of the right-handed circularly polarized component of the 17.4kHz signal transmitted from Yosami near Nagoya was observed by a sounding rocket K-9M-72. The collision frequency for mono-energetic electrons in the lower ionosphere is expressed as ν_m=K_m×10^5P where the value of K_m is called collision proportionality factor. P is the atmospheric pressure and is taken from CIRA model in this paper. Analysis of the observed signal intensities is based on the generalized full wave method. As a result, the collision proportionality factor K_m was shown to be a function of altitude and varied from 4.4 to 10.5. In particular, the K_m increased rapidly at the altitude of around 100km.
