Recently, many countries begin to invest much resource for developing the debris removal technologies. This indicates these countries acknowledge it is important to realize clean space environment by removing debris for future space utilization. However, currently, each is only carrying out engineering developments respectively. Since space should be shared by the entire human race, we consider the debris problem as a worldwide problem, not a country's one. Based on the awareness of the issue, we study establishing the international framework for space debris removal.
