The vortex row model is applied for the outer layer of a turbulent boundary layer under favorable pressure gradient. The inner layer is assumed to obey the logarithmic law whose constants vary with the pressure gradient. The outer layer decays much faster than the inner layer suggesting that the relaminarization starts from the outer layer. The inner layer plays important role in the relaminarization process.
