The National Aerospace Laboratory of Japan (NAL) has modified a Dornier Do228-202 into an in-flight simulator, dubbed the MuPAL-alpha (Multi-Purpose Aviation Laboratory). The MuPAL-alpha is equipped with a Fly-By-Wire control system and a Direct Lift Control system, allowing variable stability and response capability. In the MuPAL-alpha, the flight control law and the format of the flight guidance display can be changed for each experiment task. To operate an experimental airplane with such features safely and in as similar manner as possible to ordinary aircraft, the NAL has obtained airworthiness certification for the MuPAL-alpha, including for the operation of experimental systems. This report first of all introduces the flight configurations and fight modes of the MuPAL-alpha, then discusses the policies and verification methods used to obtain the airworthiness certification, explaining the ideas that allow flexibility as an experimental airplane consistent with flight safety.
