The National Aerospace Laboratory participated in a comprehensive program for developing the technology of for conversion and storage of wind energy which was promoted by the Science and Technology Agency of Japan, undertaking the research and development of a horizontal axis type wind turbine with a 14m dia.rotor. This report describes the system design and the ground-based hybrid dynamic simulation and the demonstrative field test of the 14m Wind Turbine. The test results confirm the following excellent characteristics. 1)The minimum operational wind speed is as low as 3m/s. 2)The rotational speed is kept almost constant within the accuracy of ±4 min-1. 3)The output-power is 22kW on the rotor axis at the rated wind speed of 8m/s. 4)The maximum aerodynamics power coefficient is about 48% at the operational pitch angle. 5)The maximum rate of heat generation is 5.2×10(exp 4) kJ/hr at a wind speed of 10m/s.
