Initial conditions of the nonlinear relative dynamics along a circular orbit, which yield periodic solutions, are characterized, and a formation problem based on them is formulated. Using the property of null controllability with vanishing energy of the Hill-Clohessy-Wiltshire equations, L1 suboptimal feedback controllers are designed. By simulation results, the effectiveness of the designed controllers are illustrated.
