In this paper, the mechanism of this propagation phenomenon is dealt via z-transformation method and the control strategy aimed for a uniformly convergence which solves or relaxes the propagation system is shown. This control strategy is easily applicable to the actual traffic control system because the complicated devices such as ranging system are unnecessary.
