To obtain the highly accurate spatial distribution of the magnetospheric phenomena, the quality of the clock synchronization and the relative orbit determination between satellites are essential. SCOPE satellites are to be equipped with the intersatellite communication and ranging system, which is now being developed, to realize the accuracy of 5 usec as to clock synchronization and 50 m as to the relative distance measurement for that purpose.
