This paper introduces a helicopter operations management system, named D-NET, which allows information essential for optimal operations management to be shared between helicopters, operation bases, and disaster management centers. Based on this information, D-NET assists human decision making to achieve optimal mission assignment and flight planning. Field evaluations during disaster drills have shown that D-NET can reduce the time from observation of an event requiring a response to mission assignment by 23 min, nearly 70% of the time taken using conventional operating methods.
