JAXA extracted problems and discussed direction of solutions based on a survey of wheelchair user’s opinion. The results were summarized to several points: to make ticket reservations and procedures in airports smoother, to improve accessibility of in-cabin seats, to consider postural support of people with reduced mobility, and to expand space and functionality in the lavatory. In addition, regarding “flight travel seated in a wheelchair”, that is one of the influential solutions, feasible paths were identified and the direction of JAXA’s activity was discussed. There are two scenarios: one in which wheelchair users take a flight in their own wheelchairs, and the other in which wheelchair users take a flight in specially designed “Wheelchair-type Flight Seat”, that is certified under current regulations, provided by airlines in airports. The realization of the former scenario has been continuing to address by many organizations in the world, including the U.S. government. JAXA firstly focused on the realization of the latter scenario. For that purpose, fundamental requirements and assumed operation for “Wheelchair-type Flight Seat” were defined and relevant regulations were extracted. Moreover, structural strength tests were conducted on an ordinary folding manual wheelchair to determine whether the wheelchair complies with the regulations of static strength for aircraft seats, and it was revealed the wheelchair did not comply with the
