| 内容記述 | This presentation explores the latest developments in laws, policies, and initiatives concerning space debris mitigation from an international perspective, focusing on the work of the Legal Subcommittee (LSC) of the United Nations Committee on the Peaceful Uses of Outer Space (UN COPUOS). It provides an overview of recent efforts on international frameworks, including the COPUOS Space Debris Mitigation Guidelines, which recommend measures for minimizing debris creation and enhancing spacecraft design, and the ISO standards for technical debris mitigation practices. Moreover, it examines the specifics of the Zero Debris Charter promoted by the European Space Agency (ESA), which aims at achieving debrisneutral operations by 2030. Several national legislations are examined, using Brazil as an example of integrating international instruments. This presentation also discusses global initiatives and international missions such as ClearSpace-1, as well as ongoing legal and technical challenges, including liability issues, and explores future trends and solutions in space debris mitigation. | |||||||||

| 内容記述 | 本研究は、国連宇宙空間平和利用委員会（COPUOS）法律小委員会の活動を中心に、国際的な視点からスペースデブリ低減に関する法政策やイニシアティブの最新動向を探る。デブリの発生を最小化し、宇宙船の設計を強化するための対策を勧告するCOPUOS 宇宙デブリ低減ガイドラインや、技術的なデブリ低減の実施に関するISO 技術標準等の国際的な枠組みに関する動向を概観する。さらに、2030 年までにデブリニュートラルな運用を目指す欧州宇宙機関が推進するゼロデブリ憲章の具体的な内容について検証する。ブラジルを例に、国際文書を国内法に統合する取り組みについても紹介する。また、ClearSpace-1 のような国際協力ミッションを含む世界的な取り組みや、責任問題を含む既存の法的課題についても説明し、スペースデブリ低減の今後の動向と解決策を探る。 | |||||||||
