The thickness of a stratum is significant in order to discuss the evolution of the lava flow flux in the lunar thermal history based on radar observations. The relative permittivity of the stratum is an important parameter to obtain the actual thickness of each lava flow unit. In this study, the relative permittivity of the upper basalt layer is investigated in Mare Imbrium, Mare Crisium, and Oceanus Procellarum by applying the new analysis method based on the comparison between radar sounder data and terrain camera data. The relative permittivity in analysis areas is obtained as 2.7+/-0.5.
