We obtained laser-induced plasma spectra from a basalt sample as a function of laser-pulse energy under a simulated Martian atmospheric condition (10 mbar CO2). Both the total spectral intensity and the individual line intensity of major elements are observed. The physical mechanism of the spectral behavior is investigated in order to understand how to optimize the laser power under limited resources of a lander on a planet. The following experimental results were obtained: (1) The total spectral intensity linearly increases with the laser fluence when it is higher than ca.5 J/cm2. In contrast, total spectral intensity is dramatically reduced under this threshold. (2) The rate of increase in the intensities of emission lines with high excitation energies as functions of fluence is much higher than those with lower excitation energies. (3) Increase in plasma temperature can account for the qualitative trend of the changes in spectral intensities as functions of laser fluence in the framework of local thermal equilibrium. Such results imply that rock samples would generate different spectra when laser fluence fluctuates and would then influence the accuracy of elemental analyses. These results, on one hand, indicate the necessity of calibration with respect to laser fluence on a target surface, and on the other hand, suggest the possibility that the effect of fluctuation in laser fluence on emission line intensity can be accurately predicted based on the apparent power-law relations observed in this study between spectral intensity and
