As the first step to shift to this new system, we have developed a simplified new TT&C system which is mounted at the bottom of the balloon, executes the termination command and used for the balloon tracking after the termination. We call this system backup system, relative to main system mounted in the main gondola, and we will start its practical use from 2010. In this paper, we report the outline of the new TT&C and backup systems, and the brief summary of R&D which has been
