The Japan Aerospace Exploration Agency's research helicopter MuPAL-epsilon, which is equipped with a novel ultrasonic velocimeter that can measure winds with 2 kt accuracy and 1 meter spatial resolution, was used. The MuPAL-epsilon flew around and over the planned heliport site to acquire wind data, and performed takeoff and landing flights to evaluate the effects of cliff-top turbulence on flight safety in 20 - 40 kt westerly wind conditions in which strong turbulence is likely to occur. Evaluation of the results indicates that operational wind limits are needed for westerly winds to ensure the safety of operations at the planned heliport.
