| 内容記述 | 定点滞空飛行試験を進めるに当っては、国土交通省航空局との間で飛行試験許可に関する調整が行われた。結果的には航空機として飛行許可を受けることが必要とされ、そのための手続きをとることになった。耐空性審査が必要であり、そのために定点滞空試験機用の耐空性基準を制定し、それに対する適合性を立証した。その結果をもとに11条ただし書きに基づく飛行試験許可申請を行った。運航に関する調整も航空局各課と長期にわたって行い、無線電話非搭載許可、航空機の航行の安全を確保するための装置非搭載許可、場外離着陸場許可、無操縦者航空機許可、物件の投下許可が必要となった。また飛行試験空域の設定や不時着場の設定も並行して行われた。乗員に関する許可に関しても調整を行ったが、結果的に許可申請は不要となった。ただし、実行上の条件として、運航従事者や管制棟要員の訓練が行われ、地上運用訓練も実施された。上記の許可全般にわたって関係するマニュアルや規定類の制定も行われた。飛行試験が安全に進められるようにJAXA内部でも安全審査が行われ、飛行船システムや試験計画、飛行安全に関する処置などが確認され、試験の次段階に進んだ。飛行試験の開始前には、連絡体制が制定され、JAXA/NICT情報連絡ルームが設置され、現地事故対策本部も設けられた。機体整備に関しては、整備基準を制定し、メンテナンス・マニュアルに基づいて整備が実施された。発生した不具合に対する処置手順も制定され、飛行試験中はその手順に基づいて処置が行われた。 | |||||||||

| 内容記述 | Prior to conducting the low altitude stationary flight test program, we have discussed various issues with the Civil Aviation Bureau of the Ministry of Land, Infrastructure and Transport to firm up the procedure for obtaining its flight test permissions. In conclusion, it was found that the permissions should be granted for the airship based on the assumption that it is a type of aircraft, and thus due procedure was followed in submitting the application. Since the examination of airworthiness is a required condition, we have established airworthiness standards for the low altitude stationary flight test airship, and verified the conformance of the test vehicle to the standards. Based on the results, we submitted the application for flight test permission in accordance with the provisory clause of Article 11. We have also discussed the details of flight operation with each relevant division of the Civil Aviation Bureau, and confirmed that permission is required for the absence of an on-board wireless telephone, absence of units for securing aircraft safety, takeoff and landing outside of airfield, unmanned aircraft operation, and airdrop of objects. Additionally, required flight test airspaces and forced landing sites have been determined. We have also discussed matters involved in the permissions regarding the flight crew; however, the application for the permission was found to be unnecessary. Nevertheless, as a conditional requirement for the implementation, training of personnel engaged in flight operations and in the control tower was carried out. Similarly, ground operation training was performed as well. Manuals and regulations covering the entire scope of these permissions have been established. To conduct the flight test with maximum safety, JAXA has conducted internal safety examinations to define the details of the airship system, test plan, and measures for ensuring flight safety, and proceeded to the next stage. Prior to the flight test, the reporting system was formulated, and the JAXA/NICT information exchange and the on-site accident management office were established. For the maintenance of the aircraft body, maintenance standards were established, and maintenance services were carried out in accordance with the maintenance manual. The corrective measures procedure for incidental failures was established, and the required measures were taken during the flight test in accordance with the procedure. | |||||||||
