In these experiments, the HIPAS transmitter amplitude modulated by a VLF frequency creates a VLF current in the ionospheric heated region, from where the VLF waves are radiated toward the ground and to the magnetosphere. In 1989,two campaigns were made. While the VLF waves associated with HIPAS transmission were often observed on the ground, at the satellite the wave was observed only once. This rare chance of signal detection at the satellite means that the VLF waves are not always isotropically radiated from the current in the lower ionosphere.
