This control system has long rotation arms and dummy weights attached each end of them. These arms act as a fly-wheel with large moment of inertia and are driven by a geared DC motor. The fly-wheel and its driving mechanisms are attached to a top of gondola. Compared with a conventional reaction wheel control system which is instralled in a gondola, this control system is compact, light weight and easy to handle. This paper describes hardware characteristrics and also control performance of this new system. This control system was applied to azimuth control of the astronomical telescope for infrared observations. The balloon experiments carried out two times at the National Scientific Balloon Facility at Palestine, Texas in May and June 1991. During the balloon flight, this control system worked well and accomplished precision raster scanning of the central region of the Galaxy with high accuracy which have been verified by the preliminary ground test.
