While the ordinary independence of the velocities is only valid for points at large distances, the cross independence is valid for points at short distances as well. It is also allowed to employ different scaling laws for the sum and the difference of the velocities, for instance, the viscous scaling for the former and Kolmogorov's scaling for the latter.
