An elastic rolling mode may be involved in the dynamic characteristics at the launching configuration of this vehicle which is attached to the H-2 rocket. Flutter experiments of a HOPE-like configuration model were made in a transonic wind tunnel. As the results, a wing bending torsional mode flutter occurred in anti-symmetric mode. It was observed that the flutter occurred in lower dynamic pressure in the case of elastic support for roll than in roll free case. Further, this type of flutter was confirmed in the numerical analysis with the unsteady aerodynamic forces by DPM (Double Point
