The relation between the observation and the measurement are discussed. Two methods are complementary to each other in a full understanding of the unsteady vortex flows, since the observation of vortex patterns is useful to know the spatial variation of the flow at an instant and the measurement of velocity fluctuation is useful to know the temporal variation of the flow at a local point. In order to know both spatial and temporal variation of vortex flows, a new method was developed to measure the velocity field by means of hydrogen bubble techniques.
