Test 1 and Test 4 are conducted by using the chemical igniter for the ignition of the test material. In these tests, the test conditions such as oxygen concentration and pressure in test chamber are set to the specified values. These tests have been conducted for several decades. On another front, NASA is suggesting new test called as ULOI for evaluating the flammability of the test material. This test is conducted by changing the oxygen concentration for each test material in one test. Through this test, the threshold of flammability is obtained and the result can be used for evaluating the flammability of the material. However there is only a little data about the chemical igniter performance in various oxygen concentrations which is important for evaluating the flammability of the test material because the ignition of the material depends on the performance of ignition source. Besides revealing the chemical igniter performance is important for FLARE (Flammability Limits At Reduced-gExperiment) project which is the project with JEM(Japan Experiment Module). The purpose of FLARE project is the establishment of new flammability test as ISO standard. To establish the new flammability test, it is necessary to reveal the characteristics of the conventional fire safety test.
