This paper attempts to show how the ways of aerospace agency’s procurement affected new entry in the procurement in Japan.The authors analyzed and aggregated the transition of data, associated with the transition of the procurement system of Japan Aerospace Exploration Agency(JAXA). The authors studied how the transition has stimulated new entrants to participate in JAXA’s Research and Development(R&D) procurements. Before 2008 fiscal year, JAXA depended mostly on non-competitive contracts and held only few bids. Following the government’s recommendation in 2008 fiscal year, JAXA has introduced more “competition” in its procurement system. The opportunity of new entry seems to have increased since this event. However, the actual data shows that the use of the competitive methods with respect to R&D procurements has not had a significant impact on new entry. In order to promote new entry in R&D procurements in an aerospace agency, the procurement system needs to be reformed to reduce risks on private companies. |
