Many factors affect the mission of the fire helicopter. One of the most important factors is the heavily turbulent wind and shear forces near high buildings. In simulating the mission of the fire fighting, it is necessary to generate the wind in real time depending on both the time and location of the measuring point. When the height of the building was assumed to be infinite, it was feasible to make such wind by using a two dimensional discrete vortex method. It was also shown that this method is adaptive to make the wind around the building whose height is not so longer than its
