Along with carrying out space activities, states are aiming at advancing space debris mitigation (SDM) measures. The UN COPUOS Guidelines for the Long-term Sustainability of Outer Space Activities is one of the instructive examples of the relatively few international rules that are currently in place for SDM, yet only 21 of which have currently obtained unanimous consensus while the guidelines concerning active debris removal (ADR) have not. The representatives of China and other countries suggested a working group be formed under the COPUOS to carry on the negotiations in this regard. China, a major spacefaring nation, advocates for an international regulatory framework for SDM measures and the formation of ADR procedural standards, which is also reflected in its 2021 Space White Paper.
