Measurements were carried out under vacuum and atmospheric conditions respectively. The measured materials are two kinds of white paints which are used for the antenna portion of satellites, two kinds of glasses which are used for the cover glass of solar panel and a polyimide film which are used for the thermal control material on the satellite. It was confirmed that the surface resistivity for almost all of the insulator materials except for polyimide film under vacuum condition was higher than that under atmospheric condition. Desorption of moisture vapor from the insulator surface is the main cause of the increase of the surface resistivity in vacuum. On the other hand, their volume resistivity except for the white paints had no difference between vacuum and atmospheric conditions.
