Current earth observation satellites adopt the frozen orbit in which the altitude profile for one orbital period is almost fixed. The drag-free system could cancel the air drag and realize the frozen orbit. The installation of the drag-free system, however, causes a complicated and expensive satellite system. Therefore, we studied different methods and found an excellent orbit in which the mean eccentricity vector was kept constant by only adjusting the thrust of the ion engine in the interval of one orbital period. We call it 'New Frozen Orbit.'
