On the other hand, in the case of the orbit prediction, we have to use the planned value for the effect of the wheel unloading. Therefore, these prediction data contain the errors caused by the orbit determination error, the miss modeling of spacecraft dynamics, and the difference between planned and actual of the unloading effects.
