Required velocity increment and recovery time to transfer from the parking orbit to the operational orbit depend on the orbital parameters of the parking orbits and the method of orbital transfer. As for the velocity increment, a LEO (low earth orbit) parking orbit with an orbit inclination, which is identical to that of the operational orbit, is best. However, the recovery time is long. In case that relatively short recovery time is required, a LEO parking orbit with a normal inclination for the launcher is suitable.
