In the case of operating the Li ion cells as the batteries of spacecraft for planetary exploration applications, the batteries are to stand by without supplying power in a transfer orbit during a considerable long period of time and be operated to conduct scientific observations, critical events, and so on in an orbit around a planet after arriving there. The batteries must be prevented from degrading their performance during the transfer orbit period of time. In general, degradations of charge and discharge characteristics of the Li ion cells are caused when they are under storage in a state of open circuit conditions during a long duration. The higher their temperature and state of charge (SOC), the more noticeable this phenomenon becomes. Therefore, it is necessary to maintain the cells in a better state and control it in a simple storage method. Then, a degradation of characteristics of the Li ion cells was investigated under storage in the open circuit state at a low temperature of less than - 20 C for three months. A decrease in their open circuit voltage (OCV) or an increase in their temperature due to short circuit failures, or a decrease in OCV due to the self discharge of the cells did not occur and both OCV and the temperature were kept constant; it was confirmed that their short circuit failures did not break out when the Li ion cells were frozen at a temperature of less than - 70 C.
