Economically, the use of a low Earth orbit for a pilot plant is far more cost-effective than stationary orbit: this leads to the use of a low equatorial orbit in order to be able to deliver power several times/day to each receiving antenna. One of the main risks of the SPS 2000 project is that its assembly in orbit is designed to be entirely automatic. This creates the risk of the failure of a robot leading to a 100 percent failure of the satellite deployment. Consequently the expectation that construction of a new launch site for the Soyuz rocket at the European Space Agency's equatorial launch site in Kourou may be announced in May 2003 is promising news for the project: the possibility of skilled human intervention in the event of such a technical problem would be a very valuable back-up. Currently this is not possible because neither of the world's crewed space vehicles, the Soyuz or the US space shuttle, can reach equatorial orbit from their existing launch sites. The most recent SPS 2000 field research visits were made to Borneo and Kiritimati. Having previously visited Malaysia in 1998, when it was agreed in principle that a 'research rectenna' would be built and operated in or near the Johor Baru campus of the Universiti Teknologi Malaysia (UTM),during the visit to Kuching in 2002, the possibility of sitting a second rectenna in the east Malaysian state of Sarawak was discussed. Colleagues who gathered at the Engineering Department of the University of Sarawak (UNIMAS) were keen to participate in the SPS 2000 project, and there was discussion of different possible sites in the state. One promising idea was to site a rectenna over one of the prawn farms that are spreading rapidly in the coastal areas of Sarawak. Having no high buildings or equipment, prawn farms represent wide open areas over which it would seem possible to install a rectenna without inconvenience: a case study of such a rectenna is looked forward to. Also visited was the Vice-Chancellor of Universiti Teknologi Malaysia in Johor Baru, who was keen to continue collaboration on the project. One interesting new idea that arose was the proposal to hold the prospective International SPS 2000 Symposium (which was invited to hold in Kuala Lumpur (KL) during the 1998 visit) in two parts, the first part on political and diplomatic issues in KL, and the second part on engineering and technical matters at the main UTM campus. It was agreed that this would be an excellent arrangement. Having visited the nation of Kiribati in 1999, in 2002 Kiritimati was visited which is close to the equator south of Hawaii. Kiritimati has the largest area of any island in Kiribati, but its population is only some 4,500. As in the capital of Kiribati, Tarawa, the local government in Kiritimati is interested in developing ambient energy sources in order to reduce the island's imports of oil. Consequently there was considerable interest in the SPS 2000 project. One candidate site was a wide expanse of shallow tidal water several kilometers across at the northern edge of the main lagoon, which is not used for fishing, agriculture or habitation. A second suggested site was in a wide area of grassland near the village of Poland, whose inhabitants would be pleased to receive additional electricity supply. These visits to Borneo and Kiritimati bring the first round of field visits more-or-less to a conclusion, since few potential sites remain which have not yet been visited.
