近年、航空機事故防止の有効な手段としてCRM(Crew Resource Management)訓練が重要視されている。航空宇宙技術研究所(以下、航技研)では、運航乗務員におけるCRMスキルの向上を訓練で実現するための有効な手段として、訓練や実運航で具体的にCRMスキルを実践するためのCRMスキル行動指標を開発した。開発のために、日本の大手エアライン(日本航空株式会社(JAL)、全日本空輸株式会社(ANA)、株式会社日本エアシステム(JAS))のCRM訓練担当者や運航乗務員などの協力のもと、CRMスキル行動指標に関する検討会を実施した。開発の過程でCRMスキル全体の考え方、スキルの分類およびスキル要素の作成のための乗員の問題解決プロセスモデルおよびスキル要素の強調度を示すマトリックスを作成した。この問題解決プロセスモデルやマトリックスにおける分析を基に、航技研で行動指標案を提示し、検討会で行動指標案に対する討議および事例・行動例を収集した。本報告書はCRMスキル行動指標の作成方法およびその結果をまとめたものである。 |

Crew Resource Management (CRM) training is now considered one of the most effective methods of avoiding human error or minimizing the impact of human error. The National Aerospace Laboratory (NAL) of Japan has developed CRM skills behavioral markers for the use of CRM skills in pilot training and line operations, as an effective means of boosting the level of CRM skills. In order to develop the markers, a committee to discuss CRM skills behavioral markers was formed in conjunction with CRM training specialists and captains of Japanese airlines (JAL, ANA, JAS). NAL proposed CRM skills concept, a Crew Problem-Solving Model and correlation matrix between the CRM skills cluster and elements to show the degree of emphasis on CRM skills elements. On the basis of analysis by employing this model and matrix, markers were suggested by NAL, and examples of CRM-related behavior discussed and collected by the committee. This report summarizes the method used to develop CRM skills behavioral markers, and the results. |
