JAXA 航空技術部門にて2019 年度から部門長直轄の新分野開拓研究として、「未来シナリオから要素技術を抽出する方法の検討～『空×エネルギー創出』を例に～」に取り組んでいる。この研究の一環で、将来のあるべき姿・社会像を調査・検討した結果、経済面や人口面で日本社会を持続可能にするには、都市集中社会ではなく自立分散（地方分散）社会を目指すしかないことがわかった。そこで、持続可能な自立分散社会を作るためにJAXAができることを検討した。具体例の一つとして、今後政府が人口減により生活基盤（医療、商店、道路、水道、警察、行政、公共交通等）を一定地域に集約してしまうことを踏まえ、ドローンやヘリコプター、空飛ぶクルマ、衛星で生活基盤を広域に提供し、自立分散を可能にすることが考えられる。そこでJAXA が、ドローン・ヘリコプター・空飛ぶクルマの運航管理や運転の自律化、空からの水生成、衛星からのインターネット提供などで貢献できればと考えている。 |

JAXA started the research, ''Study of method for specifying new research themes of technologies derived from future scenarios (e.g.: Energy generation from sky),'' in 2019 under the framework of the new area exploration research funded by the JAXA Vice President. As a part of this research, the authors investigated an advisable direction of the Japanese society from a viewpoint of economy and population sustainability, and found out the advisable direction was not urban concentration but the polycentric and self-sufficient society. Therefore, the authors investigated the JAXA’s possible contribution to the sustainable, polycentric, and self-sufficient society. Due to the population decrease, in the near future, the Japanese government will maintain infrastructures and vital services only in limited areas. Nevertheless, it will be possible to maintain them in remote areas using UAVs, helicopters, eVTOLs, and satellites. Possible contribution is that JAXA will conduct research on air-traffic control, air-mobility automatic operation, water provision from sky, satellite internet service, and etc. |
